MEC GUGILE NKWINTI HOLD MEETING WITH INDWE STAKEHOLDERS

The second session between Housing, Local Government and Traditional Affairs MEC Gugile Nkwinti and Indwe TLC stakeholders takes place on
Sunday (September 10, 2000) at 10h00 until 16h00 at Indwe Community Hall.

The purpose of the meeting is to resolve social, economic, political and administration instability at Indwe.

Last Thursday (August 31, 2000), Housing, Local Government and Traditional Affairs MEC Gugile Nkwinti met Indwe TLC and relevant
stakeholders in Queenstown to develop a programme that will rescue the town from its current crisis.

The Indwe TLC, led by its Mayor Mcebisi Limba, Stormberg District Council, ANC, PAC, UDM and SANCO representative pledged to work together
in a programme to uplift the development of the town.

The Indwe Ratepayers Forum (IRF) did not attend todays meeting due to unforeseen circumstances. The IRF was invited but forwarded an
apology. The IRF has continuously waged and openly criticised the way the Indwe TLC has been running the towns affairs. IRFs involvement
to the initiative was thus crucial.

The Department, however, views the involvement of all local stakeholders as crucial in the process in order that they all own the
initiative.

In listing expectations to the process, representatives said they wanted to see Indwe stabilising politically, socially and economically.

Stakeholders highlighted that stability would be achieved through, amongst other things, end of conflict, proper leadership qualities, fair
political competition and political understanding for unity and progress, committed community involvement, closer co-operation between the
Council and the Provincial Government, lower crime rate as well as youth and women development programmes.

The representatives were individually given an opportunity to voice their concerns about the status of Indwe affairs.
The representatives believed that a solution to the problems of Indwe will come from the people of Indwe and appreciated the initiative
made by MEC Nkwinti to bringing the conflicting parties to plan together on how they should face the challenges that keep dividing the
Indwe community.

It is not for us (Provincial Government) to tell you what is right for Indwe, but it is for us to point out to you what we see as problems
that will lead to under development or deterioration of social conditions at Indwe, Nkwinti said.

Nkwinti said that it was for the government to point out to Indwe that there are pitfalls in the way that they are walking.

We are here to help you and engage you so that you can come up with solutions that are ascertainable. It is only you who can identify your
illness, Nkwinti said.

We are convinced from a distance that Indwe is sick and it is moving to the Intensive Care Unit, if it is not already there. Your duty
will be to sit back and reflect honestly and look, listen to what we are saying and respond and we will assist you as we do so.

The future of your town within the bigger municipality area lies in your hands. If you were not honest with yourselves, you will be
dishonest to future generation.

The meeting agreed that a following session be held on September 10, 2000 at Indwe and that it is ensured that all stakeholders including
the ministers fraternity, youth and women formations, IRF, business sector and all those that were present on the meeting held in
Queenstown on August 31 are invited.
